News Digest: The Start of PBJ Practice Data Submission

With the publication of instructions and rules for PBJ staffing data submission, CMS starts encouraging nursing homes to submit practice PBJ data in October 0f 2015. The real program doesn’t start until July of 2016, but practice submissions are available so facilities can familiarize themselves with the new system and requirements of payroll-based journal reporting.

From an industry perspective, those becomming aware of the new reporting requirements are not pleased to realize the extent of the reporting burden.

CMS: Nursing homes should start submitting staffing data in two weeks

Skilled nursing facilities should start submitting electronic staffing data Oct. 1 for the best results, federal officials said during a SNF Open Door Forum conference call Thursday.

Lorelei Chapman, a health insurance specialist with the Division of Nursing Homes, Survey & Certification Group, encouraged providers to use the voluntary submission period to test their data submission processes as soon as possible. The mandatory filing period begins July 1, 2016.

CMS has announced that Q2 2020 data (January 1 – March 31) is due no later than November 14. The alert was posted on the CMS PBJ portal and reads:

CMS announces end of emergency blanket data waiver for nursing homes

Federal officials said Friday that they are ending an emergency blanket waiver intended to reduce administrative burden on nursing homes amid the continuing COVID-19 pandemic.

The Centers for Medicare & Medicare Services (CMS) said that effective August 14, nursing homes nationwide will again be required to submit staffing data through the Payroll-Based Journal (PBJ) system, which allows the agency to collect “staffing information which impacts the quality of care residents receive,” CMS said in a press release.

CMS Releases Nursing Home Staffing, Census Data to Help States Make PPE and Testing Decisions

The Centers for Medicare & Medicaid Services (CMS) on Friday released a public database of staffing and resident counts for nearly 15,000 nursing homes, with the goal of potentially helping states make more informed decisions about the distribution of personal protective equipment (PPE) amid the COVID-19 pandemic.

Using fourth-quarter 2019 data from the Payroll-Based Journal (PBJ) system, CMS compiled a spreadsheet that includes a variety of staffing information about each facility, including average daily nursing headcount, average daily overall staffing totals, the number of certified beds, and the average resident census.

Things to remember when submitting PBJ data

CMS will provide further information as soon as possible but are encouraging facilities to still report data as they are able. There will be no penalties or negative impacts to staffing ratings for not submitting by May 15.

PBJ update: Goodbye, self-reported census!

When CMS first implemented PBJ, facilities self-reported their census data for Five-Star staffing calculations. Since April 2018, CMS has automatically calculated the census instead. While facilities could still report their census, CMS did not use the data in its Five-Star staffing calculations.

A January 9 update to PBJ Data Submission Specifications now states CMS will no longer accept any census data in PBJ file submissions.
